Reforms the dangerous confidential informant laws of North Dakota, adding more restrictions and reinforcing the due process rights of individuals who choose to take part in the informant programs. HB 1221 is also known as 'Andrew's Law'. For those who do not know, this bill was been drafted in response to the tragic death of Andrew Sadek, a 20-year old college student who was caught with $80 worth of pot and coerced into the dangerous world of being a confidential informant. He was found dead in Minnesota. This is absolutely unacceptable in North Dakota. These laws need to be changed. While CI programs can be beneficial for law enforcement, we must ensure there are reasonable restrictions and that informant's rights are protected.
